Event Building. The common Poacher will hunt local game without regard for the forestry laws or the general population. In addition to the use of the appropriate Regional Decision, they can be countered with the presence of the Sworn Forester (or a Sheriff, if you are in England), a tier I Stewardship building. EVENT: Rarely, they can turn out to be benevolent, helping feed the local populace.
