Event Building.
Slums can appear in regions with 9 or more population and a Health penalty. People will crowd into Shanties and Hovels as they have no other place to got. The only positive effects of Slums are that some of the poor can be enlisted in the army, and you'll get more Black Market opportunities. Beyond that, slums will favor the appearance of epidemics.
