Event building. If Stewardship is twice as low as income in a region, then thieves can move in and rob and kidnap merchants and wealthy citizens. They can, and should, be countered by city guards or the watch because if left unchecked, they can evolve into something more powerful and nefarious than a mere Thieves Gang.
