The Exotic Merchant can only appear if you have an ongoing Trade Road, a special Tier II building that will only happen if you have first Traveling Merchants! EVENT: Once the Exotic Merchant is settled, there is a chance each turn that exotic trade goods appear in the region. Do not remove it once it is built though, because the goods will also go away.
