Description

Municipal bureau led by a muhtasib charged with enforcing fair trade, proper weights, and public morality. It represented the practical link between religious duty and civic order. EVENT: This building has one third of the regional loyalty chance per turn to remove unrest, whatever the cause. The test is in addition to the normal recovery test. -- The Muhtasib Office of Damascus under the Ayyubids, attested around 1200, is a historical example of such an authority.
