Description

Town Councils can be a mixed blessing for a monarch, as they give the habit to people to rule by themselves. A Town Council is usually composed of wealthy merchants and landowners who are chosen by their fellow citizens to represent their interests and make decisions on their behalf. Potentially, it has a wide range of functions: managing the town's finances, organizing public works projects, and possibly some legislative function, depending on the town charter. Town Councils make use of Parchments, representing the needs of a nascent bureaucracy. Having an availability of trade goods typical of a wealthy merchant class will also render the council more influential. The Open Square is necessary to build a Town Council.
