Description
Hanging was a more or less common form of punishment for the seditious and unruly, depending on the temperament of the local lord. Justice was expedited and there was often no place for a middle ground. You were innocent or guilty, and if guilty, death was often around the corner. Given such methods, the population stayed mostly docile, until the lid broke and a widespread revolt occurred.
An increase in Revolt Risk is only relevant if the regional Loyalty is low, but it will magnify the revolt if it ever happens.
