The feudal hierarchy did not exist per se in the Muslim world, although there were a large variety of situations. A common one was the existence of a minor noble with some lands, with tenants working it. They had much greater freedom in their work and how they led their life, compared to the serfs of feudal Europe those conditions confined to slavery. This structure is a mandatory building to access the second part of Tier I Stewardship structures, which will provide more population management tools.
