The Iqta' Land Grant is the Muslim equivalent to the Manorial Demesne, but with a twist: Unlike the European feudal system, the Iqta' was not hereditary. This discouraged investment and maintenance, so there is a 10% chance per turn that an Iqta' Land Grant degrades to a less productive domain. But once in a while, with a change of owner, investments will be made and productivity will be restored. This event will also happen when a new ruler appears in the nation, as many Iqta's will be reshuffled to different grantees. (EVENT: 10% chance per turn to degrade down to subvariant III. If not then 5% to be fully restored. Also happens when ruler changes with a 25% chance.)
